Board Member Spotlight: Will Werner

Will Werner serves as Director, Bureau of Administration, at Washington University Police Department. Will’s relationship with the Foster & Adoptive Care Coalition began in his previous role as a case worker and resource specialist.

“I knew that the Coalition was a great organization that was always there to help support the kiddos who were on my caseload,” Will recalls. “I saw an announcement for the opening and thought it would be a great opportunity to give back to a profession and a group of people that taught me so much early in my career.” Will states that his years in child welfare taught him lessons that, to this day, change his perspective.

Will recounts, “During my time in this role, I witnessed countless children facing remarkable challenges as they moved through the foster care system. I saw them pack their bags, often with very little notice, and transition from one home to another, each move a reminder of their uncertain circumstances. The impact these experiences had on the children was profound. I observed their struggle to understand why their lives were so unstable, and the confusion and heartache that came with not having a consistent, loving environment to grow up in. These encounters strengthened my resolve to assist every child in finding a stable and nurturing place to call home.”

Will brings unique expertise in strategic integration and cross-functional collaboration to the Coalition’s board and has extensive experience managing diverse teams across sectors. Will’s track record in leading technology transitions and resource development mean he is adept at introducing cutting-edge solutions that can propel organizations like the Coalition forward. So, of all the child welfare organizations in our region, why did Will choose to bring his knowledge and passion to the Coalition? “To me, the vision emphasizes the importance of providing not just physical shelter, but a space filled with compassion, understanding, and support – a true home where each child can feel secure and loved. It inspires a commitment to creating a future where no child has to wonder where they belong, and where every child can thrive in a caring and permanent home.”

Will states that during his time on our board, he is most looking forward to making a difference. “I am most looking forward to making a difference. If I can do something that helps one kiddo, one family, one Coalition member, then I will feel successful. I’m looking forward to serving.” And throughout that service, Will plans to keep the wise words of his grandfather in mind: “A man is only as good as his word.”

Will Werner is a seasoned leader with over a decade of experience in public safety, client services, geospatial intelligence, and government operations. Currently, he serves as the Director of the Bureau of Administration at the Washington University Police Department, where he oversees daily operations, implements innovative programs, and optimizes resource deployment. His strategic approach has expanded community policing initiatives and enhanced service delivery. Previously, Will Werner was the Assistant Director at the same department, leading technology transitions and supervising key functions like data analytics and compliance. At Decipher Investigative Intelligence, he drove client service improvements for his AmLaw 200 clients, managing high-value client portfolios and boosting satisfaction and revenue. As the Director of the Geospatial Collaborative at the University of Missouri-St. Louis, he coordinated strategic partnerships and advanced geospatial research with defense and government sectors. His early career as a Police Planner at the St. Louis Metropolitan Police Department involved leading strategic planning, policy development, and grant administration to support departmental goals. Throughout his career, Will Werner has demonstrated a strong ability to drive operational excellence and foster team cohesion. He holds a Master of Arts in Security Studies from the Naval Postgraduate School and a Master of Arts in Criminology and Criminal Justice from the University of Missouri-St. Louis. He earned his Bachelor of Science in Psychology with a Minor in Technical Writing from Missouri State University. While in graduate school, he worked as a foster care and adoption case manager and resource specialist with Family Resource Center. Recognized with the prestigious 40 under 40 Award from the International Association of Chiefs of Police, Will Werner also actively contributes to the community volunteering with organizations focused on kiddos with special needs, coaches soccer, and has served as a mentor for several groups including MIT’s Unbundle Policing initiative. Passionate about innovation and excellence, Will Werner leverages his expertise to drive positive change and achieve strategic objectives across diverse fields.
