The Clothing Allowance Program makes it easy for foster youth to get the clothes they need without waiting for reimbursement. We purchase requested items upfront and deduct the cost from their annual clothing allowance.

Clothing Allowance Made Simple

The Clothing Allowance Access Program helps foster youth get the clothing they need without waiting weeks for reimbursement. In partnership with Missouri Children’s Division (CD), we purchase requested items upfront and deduct the cost from each child’s clothing allowance, making funds easier and faster to use.

  • Faster access: Skip reimbursement delays and get clothing when it’s needed.
  • Simple process: Youth share a clothing list, and we handle the purchase.
  • Seamless reimbursement: We work directly with Missouri Children’s Division.

Eligibility

  • The youth’s case manager must be with Children’s Division.
  • The youth must be in foster care (not legal guardianship or adopted).
  • The youth must be 13 or older.
  • The youth’s foster parent must be financially unable to purchase clothing and wait for reimbursement OR the youth must be in an independent, transitional, or emergency living situation.
  • The youth must reside in, or have court jurisdiction in St. Louis City or St. Louis, St. Charles, Jefferson, Franklin, Warren, or Lincoln counties in Missouri.

Not Eligible?

Children in foster care under the age of 13 or who are managed by another agency are not eligible. All children in foster care are eligible to receive clothing from ReFresh.

Is the youth currently in foster care?
Have you adopted or do you have permanent legal guardianship of the youth? If so, then the youth is not currently in foster care and does not qualify for this program.
