30 Days to Family® Specialist

Summary of Position

30 Days to Family® is a short-term intervention to expand efforts to find safe, appropriate relative support and placements for youth entering foster care. The program is designed to assist in meeting the 2008 Fostering Connections to Success and Increasing Adoptions Act’s 30-day standard and Missouri youth placing agencies’ legal requirement of notifying a youth’s adult relatives of their option to participate in the care and placement of the youth. The initial search is for non-offending parents and grandparents, but at least 80 additional relatives will be identified, contacted, and explored for potential placement and support. Because foster care placements can be fragile, the goal is to identify multiple relatives or kin as potential placement providers. Maternal and paternal relatives are explored with equal interest.

In all cases, every effort is made to keep siblings together, maintain youth in their school of origin, and preserve the youth’s important relationships with friends and supportive adults. Once the placement provider is identified, the Specialist provides support to the family in the identification of family and community resources, assistance in eliminating barriers to placement with relatives, and creating a network of formal and informal supports to assist with placement stability.

To best meet the scheduling needs of the family, approximately 10% of the Specialist’s work may be performed in the evening or on the weekend.

Essential Functions & Responsibilities:

  • Collects information from relatives/kin to expand the youth’s support system and family connections, while identifying potential relative home providers.
  • Identifies and documents at least 80 relatives/kin for each youth through family finding diligent search activities, including: internet & database searches; Children’s Division case file reviews; and youth, family, and collateral contact
  • Facilitates ongoing communication with the team and provides the referring agencies with accurate family documentation, including detailed genograms, family contact information, and identified family supports on a regular basis.
  • Participates in court hearings, external and internal meetings and/or individual professional consultations. Most of these meetings will be attended in
  • Navigates various software packages to obtain, collect, and track program outcome data in a timely manner as required by the funder and/or the Foster & Adoptive Care
  • Completes assessments on the youth and family functioning upon case referral and case closure to measure the success and outcomes of the
  • Assists in preparing the family for licensure by explaining the licensing process and assisting with home licensing
  • Provides identified relative resource provider with additional community support and resources for placement stability.
  • Submits detailed activity notes and documentation of all case related billing activities in accordance with funding requirements as required by the funder and/or the Foster & Adoptive Care
  • Completes monthly billing sheets timely and daily activity log, accurately and in accordance with funding requirements as required by the funder and/or the Foster & Adoptive Care

Experience

Development and Grants Manager

Summary of Position

The Coalition is hiring a Development and Grants Manager to champion the proposal and report development process and to assist with general fundraising efforts. The successful candidate will work closely with the Development Operations Manager, Chief Financial Officer, Executive Director, and Chief Impact Officer to successfully write and submit proposals as well as report the Coalitions’ progress to grant making organizations. The Coalition is interested in hiring a Development and Grants Manager with relevant experience in these core competencies and will determine salary range, responsibilities, and title dependent upon the candidate’s experience and qualifications.

Essential Functions & Responsibilities:

  • Works with the Development Operations Manager to develop, expand and update grant calendar with proposal and report requirements.
  • Conducts grant kick off and status meetings with Finance, Evaluation and Learning, and Development team members.
  • Tracks grant progress on development tracker or within Salesforce.
  • Stewards’ relationships with grant making organizations and provides periodic check-ins and updates.

Extreme Recruiter

Summary of Position

The Extreme Recruiter is responsible for spearheading and expediting the adoption recruitment activities of the child welfare team. Extreme Recruitment® works exclusively with the hardest-to-place children: ages 10-18, sibling groups, children of color, and youth with emotional, developmental, physical, or behavioral concerns. The position requires the recruiter to carry out all aspects of multi-faceted, child-specific adoption recruitment. The Extreme Recruiter facilitates 12-20 weeks of team meetings with the goals of ensuring a system of supportive adults and identifying a permanent resource committed to adoption or guardianship.

Prior to the active recruitment phase of 12-20 weeks, the Extreme Recruiter completes pre-work. Pre-work may include the recruiter familiarization themself to the case history, building a relationship with youth(s) and placement provider, making recommendations regarding services that may be beneficial during active recruitment, as well as other activities.

Once a permanency option is identified, the Extreme Recruiter holds monthly team meetings until an adoption or guardianship is finalized. If an identified permanency resource disrupts, the Extreme Recruiter may remain involved in the case and facilitate monthly meetings to secure and support a second permanency option.

Given the nature of the work, approximately 20% of the work hours can be expected to occur in the evenings and/or weekends.

Program Outcomes:

  • provide Extreme Recruitment services to 6-8 youth at one time
  • ensuring a system of supportive adults for at least 85% of youth on caseload
  • identify an adoptive or guardianship caregiver for at least 70% of youth on caseload

Essential Functions:

  • Assists the case manager and court officials with meeting the Fostering Connections to Success Act, applicable Missouri statutes, and Missouri Children’s Division policy regarding relative/kin notification and placement
  • Participates in court hearings, external and internal team, and agency meetings, and/or individual or group professional consultations. The majority of these meetings should be attended in person. Schedules, facilitates, and participates in meetings with youths’ teams including Extreme Recruitment supervisor, case manager, case manager’s supervisor, GAL, DJO, therapist, placement provider, etc. The majority of these meetings will be attended in person.
  • Completes thorough and professional documentation (i.e., intake forms, progress activity notes, progress maintenance plans, assessments, profiles and closing summaries.)
  • Completes internal referrals to agency services such Family Works, Little Wishes, training opportunities, and support groups, etc. Complete external referrals to community resources and services such as therapy, evaluations, trainings, etc.
  • Requests, reviews, and analyzes relevant documentation such as psychological evaluations, IEP documents, therapy reports, birth records, etc.
  • Assists in preparing unlicensed families for licensure by explaining the licensing process and assisting with home licensing
  • Visits with the child and family in-home or in the community to address concerns that relate to placement stability and provide support to foster and adoptive parents.
  • Reviews case record to include Mine the child’s Children’s Division, contracted case management, and court files for names, dates of birth, addresses, phone numbers, and other relevant identifying information of kin/relatives. Complete a trauma and loss history for the child from this information.
  • Receives and responds to training, coaching, supervision, and feedback; works well in team setting.
  • Ensures an initial assessment of adoption readiness is conducted initially and updated as the case progresses, which will include weekly review of the youth’s current placement, mental health needs, physical health needs, adult relationships, peer relationships, and educational needs.
  • Assists in conducting a diligent search to identify a minimum at least forty family members; with the goal to connect the youth with safe, appropriate kin to build a natural support network while exploring family members and non-family members as a permanency plan.
  • Ensures that all child-specific, targeted, and general recruitment strategies are conducted per the program manual.
  • Understands, or ability to learn Genopro.
  • Maintain accurate files and records for each client.

The Information Technology Generalist will be responsible for managing a broad range of responsibilities supporting various components of the Coalition’s infrastructure and systems to ensure smooth operations.

This position reports to the Director of Information Systems and collaborates closely with the Technology Manager on day-to-day operations.

Essential Functions:

  • The Information Technology Generalist’s key functions will align with ensuring ongoing data and asset protection, software and hardware support, technical support and training for staff members, and special projects as assigned. Attention to detail, technical proficiency, customer service, problem-solving skills, and adaptability will be necessary for the success of the Information Technology Generalist.
  • Implement and reinforce security measures to protect the Coalition’s data and assets, including data storage, backup, and recovery. Ensure data integrity, security, and compliance with relevant regulatory requirements.
  • Assist with identifying non-compliant areas and implementing solutions.
  • Manage internal and external security measures and processes to protect stakeholder information.
  • Review and update the file server structure and permissions to accommodate changes in organizational requirements and data management practices.
  • Assist in the selection, implementation, and integration of software solutions to meet the organization’s requirements. Work closely with stakeholders to understand their needs and customize solutions accordingly.
  • Stay updated on emerging technologies and trends in the IT industry.

Treatment Foster Care Specialist

Treatment Foster Care (TFC) is available to youth who require a higher level of foster family setting to remain in the community. In the absence of a TFC home, youth are at risk of placement into a restrictive residential setting. While the Foster & Adoptive Care Coalition does not hold a Treatment Foster Care contract with the State of Missouri, the Coalition’s Treatment Foster Care Specialist does work in collaboration with partner agencies to recruit, train, and retain quality TFC homes. The Specialist also communicates and partners with licensed child placing agencies for the purpose of parent support and placement stability.

The Treatment Foster Care Specialist provides training and assessment to prospective Treatment Foster Care parents. Each specialist on the team is responsible for co-facilitating training which occurs one evening a week for 9 weeks. Specialists typically train two cohorts each year. In addition to training, this position involves on-going support to families that have taken the Foster & Adoptive Care Coalition’s Treatment Foster Care training.

Support services are provided through partnering with the family in their home environment or where the family is most comfortable, for the purposes of evaluating and maintaining the needs of the child’s placement. Treatment Foster Care Specialists can carry up to ten support cases at a time with the purpose of ensuring appropriate services are in place and treatment plans are utilized to meet the goals of placement stabilization. Approximately 85% of the Specialist’s home visits are in the evening to meet the scheduling needs of the foster parents.

Treatment Foster Care at the Foster & Adoptive Care Coalition is a developing program and requires the Specialist to remain open and engaged in on-going program evaluation and modification as determined. The Treatment Foster Care team also provides Elevated Needs training to Missouri licensed foster and adoptive care providers.

Essential Functions:

  • Educates individuals about the unique issues surrounding foster care, adoption, and guardianship.
  • Works with individuals and families to connect them to support services and resources in the community based on their individual need.
  • Completes initial and on-going assessment of foster parent and Treatment Foster Care competencies.
  • Maintains at least weekly communication with each family participating in training. Contact may be virtually by phone, or in person to provide additional training, resources, and/or support.
  • Conducts assigned training after 5pm and on some weekends on a rotation.
  • Completes daily activity log.
  • Navigates and uses various software packages to obtain, collect, and track program data in a timely manner as required by the funder and/or the Foster & Adoptive Care Coalition. This includes but is not limited to Salesforce.
  • Respects and demonstrates an understanding for differences including the ability to interact effectively with individuals regardless of race, religion, gender, gender identity and expression, national origin, sexual orientation, age, disability, and socioeconomic status.
  • Receives and responds to training, coaching, supervision, and feedback; works well in team setting.
  • Responds to communication from families and professionals in a respectful and timely manner.
  • Visits with family in-home or in the community to address concerns that relate to placement stability.
  • Participates in team and agency meetings and/or individual professional consultations. Most of these meetings should be attended in person.
  • Completes thorough, professional, and timely documentation (i.e., intake forms, assessment, progress and activity notes, progress maintenance plans and closing summaries).
  • Follows procedures for meeting with, calling, and consulting supervisor.
